The Guam Homeland Security/Office of Civil Defense (GHS/OCD) advises residents that conditions have escalated since the Flood Advisory issued earlier this afternoon. The National Weather Service (NWS) Guam has now issued a Flash Flood Warning for Southeastern and South Central Guam, in effect until 5:30 p.m. today, Friday, July 10, 2026. Flash flooding is ongoing or expected to begin shortly.

Flash Flood Warning — Until 5:30 p.m.
At 4:02 p.m., Doppler radar indicated thunderstorms producing heavy rain across the warned area. Between 0.8 and 1.6 inches of rain have fallen, with rainfall rates of 1 to 2.5 inches in 90 minutes and additional amounts of 1 to 3 inches possible. Flash flooding of small creeks and streams, urban areas, highways, streets, underpasses, and other poor drainage and low-lying areas is expected. Locations that will experience flash flooding include Talofofo, Inarajan, and Merizo.

Flood Advisories
The Flood Advisory for South Central Guam issued earlier this afternoon remains in effect until 5:15 p.m. A separate Flood Advisory is also in effect until 4:45 p.m. for Northeastern Guam, from Dededo north to Andersen AFB, along and east of Marine Corps Drive, including Dededo, Yigo, and Andersen AFB.

What You Should Do Now
Residents are advised to take the following precautions:

• Turn Around, Don't Drown. Do not drive on flooded roads. Most flood deaths occur in vehicles.
• Do not attempt to cross flooded low-water crossings. Southern Guam's hilly terrain includes many low-water crossings that are dangerous in heavy rain. Find an alternate route.
• Report observed flooding to local emergency services or law enforcement when it is safe to do so, and request the information be passed to the National Weather Service.

Marine Hazards — Extended
A High Surf Advisory and Small Craft Advisory have been extended until 4 a.m. Saturday, with a High Rip Current Risk through late tonight. Large breaking waves up to 10 feet and life-threatening rip currents continue along north, south, and west facing reefs as swells from Typhoon Bavi (09W) diminish. Residents should stay out of the water due to dangerous surf and rip currents. Inexperienced mariners, especially those operating smaller vessels, should avoid boating in hazardous conditions.
