Homeland Security Advisor, Brigadier General, Johnny Lizama


Johnny S. Lizama was appointed as the Homeland Security Advisor on August 1, 2015 and is the Governor’s Special Assistant for Homeland Security. As the Homeland Security Advisor, he is overall responsible for the Government of Guam’s Office of Homeland Security. His primary duties and responsibilities include all activities related to the protection of Guam and its people from terrorism, invasion, insurrection, rebellion, lawless violence, or similar threat. 
Prior to his appointment, Lizama was in the Active Guard Reserve program and has over 37 years of military service. He holds the rank of Brigadier General in the Guam National Guard and is currently serving as the Assistant Adjutant General-Air. He is the first Chamorro Airman to be promoted to the rank of Brigadier General.
He enlisted in the United States Coast Guard Reserve in 1977 as a Machinery Technician. In 1982, Lizama enlisted in the United States Air Force as an Interior Electrician. After having served almost 6 years on active duty, Lizama returned to Guam and joined the Guam Air National Guard. Lizama received his commission July 1992 and was assigned as a Personnel Programs Officer. Throughout his career as an officer, he has served in numerous positions of authority and responsibility to include: Director Personnel, 254th Air Base Group; Comptroller, 254th Air Base Group; Executive Support Staff Officer, Joint Forces Headquarters Guam; Executive Officer, 455th Air Expeditionary Wing/Air Component Coordination Element – Combined Joint Task Force 76/82, Bagram Airfield, Afghanistan; Commander, 254th Air Base Group; and Director of Staff-Air.  
Lizama is a 1977 graduate of Father Duenas Memorial School. He has an Associate’s Degree in Applied Science with a concentration in Personnel, a Bachelor of Business Administration with a concentration in Management from the University of Guam, and a Masters of Public Administration with a concentration in Human Resources from Golden Gate University in California. His military education includes: Personnel Programs Officer Course, Squadron Officer School, Air Command & Staff College, Basic Financial Management Officer Course, Air War College, Dual Status Commander’s Course, and the Chairman Joint Chiefs of Staff Anti-Terrorism Level IV Executive Training.

Lizama is a member of a number of volunteer and community organizations. He is a Confirmation Teacher at Our Lady of Guadalupe Church in Santa Rita. He also volunteers at the Worldwide Marriage Encounter and Harry S. Truman Elementary School in Santa Rita. Lastly, he is a Parent-Volunteer at Father Duenas Memorial School.
Johnny Lizama is married to the former Doris Camacho San Nicolas from Santa Rita. They have four children, Keith, Kimberly, Cody, Rico, Son-In-Law Jonathan Fowler, Daughter-In-Law Paula-Jean Lizama, Granddaughter-Taehlyn and Grandson-Urijah-John.
